Why is this the recommended bitrate?

For 1080p SDR video at 30 FPS, YouTube recommends 8 Mbps. For 1080p content at 48–60 FPS, the recommendation increases to 12 Mbps because higher frame rates require more data to maintain image quality.

Streaming

YouTube Live Bitrate

Upload bitrates are for pre-recorded videos you encode and upload. Live-stream bitrates are for real-time broadcasting and are generally lower, since the encoder must process video in real time. Live streams also use CBR (constant bitrate) instead of VBR (variable bitrate), with a 2-second keyframe interval and RTMPS protocol.
